Select the relevant category and further select your relevant subcategory.
Attach supporting documents, if applicable. Note: For large files, use a laptop for uploading.
Complete the payment, if required.

What’s next?
Ticket Confirmation: You’ll receive an email with the ticket reference number, also available in the portal.
Document Review: If additional information is needed, you’ll be notified. Upload required documents within 15 days to avoid ticket cancellation. If the ticket was canceled, a new request will need to be submitted.
Security Deposit: If approved, the deposit will be posted for payment. Pay within 15 days to avoid ticket cancellation. If the ticket was canceled, a new request will need to be submitted.
NOC Issuance: The NOC letter, valid for 3 months, will be issued within 1 working day after payment. NOC terms and conditions will be provided.
NOC Renewal: If the NOC expires due to delays, submit a new request with reasons. If approved, the NOC will be renewed with applicable fees.
Work Permit: Present the NOC letter to security and obtain a work permit from the onsite team to start work.
Fit-out Completion: Share the completion certificate and required documents with the NOC team (noc@wasl.ae) to receive the WASL completion certificate to start your business operations.
Violation Warning: Operating the business without the completion certificate may result in a violation.

NOC Request:
Filled technical checklist. (to be provided by our team)
Copy of Tenancy Contract or EJARI.
Copies of Trade Licenses for both Tenant & Contractor.
Contractor Appointment Letter issued by the tenant.
Completion certificate:
Project and unit number
Completion Certificate from the Dubai Municipality (DM)
Completion Certificate from the Dubai Civil Defense (DCD)
DEWA-approved stamped load schedule
Recent phots of the final fit-out (inside – outside)
If the unit is less than 100 sqm, only the DEWA-approved load schedule is required.
Fees and Charges
Request fees: AED 545 (If applicable).
If the ticket is cancelled or rejected, the request fee will not be refunded.
A refundable security deposit will be required for restoration of modification work to its original condition.
Service Time
The NOC approval process typically takes 7 working days.
